Dr. Richard T. Cupitt is a Scholar-In-Residence in the School of International Service of American University. He is also the Expert-on-Mission to the 1540 Committee of the United Nations Security Council. He has previously provided counsel as the Special Advisor to the Under Secretary of Commerce in the Bureau of Industry and Security at the U. S. Department of Commerce on a variety of international trade, nonproliferation, and export control issues. His portfolio included providing this service to the Bureau of Industry and Security, directly managing the BIS Office of International Programs (OIP), and functioning as the Department point of contract for the Transshipment Country Export Control Initiative (TECI), The Proliferation Security Initiative (PSI) and other programs. Dr. Cupitt is the author or editor for four books on export controls. He has published articles on trade and security in many scholarly and policy journals.

Mike Denning is the General Manager of the Enterprise Security business unit within VeriSign. He manages a globally diverse team of Sales, Engineering, Marketing and Service. Mike previously served as the Senior Product Manager at VeriSign. Prior to his service with VeriSign he was a Project Manager with MCI and a Consultant at Booze Allen and Hamilton. He has also served his country as a Captain in the U.S. Army. He holds an MBA from Johns Hopkins University as well as a BS in Engineering Management from the United States Military Academy – West Point.

Dave Jefferson is co-founder and serves as the Executive Vice President at Worldwide Information Network Systems (WINS) responsible for managing sales, marketing and business operations. Prior to founding WINS he the CTO at BigChange Networks which was an innovative new media company that served Fortune 500 companies such as AOL, TimeWarner, Discovery Communications and American Express. Dave has previously served as the Director of the Advanced Internet Program and Director of Technology for Highway 1. He has also served as an advisor on advanced Internet technology to such companies as IBM, Microsoft, Secure Computing, Netscape, Apple and many others. He holds a Bachelor of Arts in Political Science and has completed post graduate course in business and law.

James E. Malone is Vice President of Contracts and Acquisitions at WINS responsible for all integrated staff actions including program management and program execution. He has achieved CMMI Level III certification. Previously he as served in the following capacities, Chief of Staff – TCS Translations, Inc., Chief Operating Officer, President, Director of Operations – Systems Assessment & Research Inc. (SAR Corp.), Senior Business Consultant MJ&A Management Systems, Inc., Vice President of Finance and Contracts – Advanced Management Technology, Inc., Director of Contracts and Finance – TESCO Inc., Director for Operations and Business Development – GTI Inc., Chief, Information Resource Management – Office, Deputy Chief of Staff Operations (ODCSOPS – Dept. of Army) Pentagon, Comptroller – IIIrd Corps Logistics Command – U.S. Army Europe, Chief, Program/Budget Br. – Office, Deputy Chief of Staff, Personnel (ODCSPER) Pentagon, and various Command and Staff Positions U. S. Armed Forces Command. He has a BS degree in Business from West Virginia University and a MSA in Management Engineering from George Washington University.

Joe McClure is a highly accomplished business professional with over 30 years professional experience within the government contracting industry and the founder and President/CEO of McClure Group Business Strategies, LLC. Prior to founding his company he was a highly successful Acquisition Specialist/Lead Program Manager for Indian Head Division, NSWC. During his employment at NSWC, he successfully operated and managed the contracts, exceeding objectives, and increasing operational efficiency levels within the government acquisition office processing over 400 million-dollar in contracting annually. Mr. McClure holds a B. S. Degree in Technology and Management. He also earned his Masters Degree from the Naval Post Graduate School in Contract Management.

John E. Miller LTG, US Army (retired) is the President and founder of Miller Analytics which is an independent consulting firm he founded after his retirement as President of the Linguistic Operations and Technical Support Division of L-3 Communications. While at L-3 he led a workforce of over 9000 employees in 13 countries. He was previously employed in several roles with Oracle Corporation’s Public Sector first as Executive Director – Learning Solutions; then Vice President for Defense Business Development with responsibility for the US Army, Homeland Defense and the Office of The Secretary of Defense Staff; Vice President for Government Operations with responsibility for Business Development in the Federal, State and Local Government and the Aerospace and Defense Industry. His last position with Oracle was Vice President and Business Development and Program Management for the National Security sector which included all US Federal Intelligence Agencies, the Department of Homeland Security, the Department of Justice and FBI. He is currently serving on the Command and General Staff Foundation Board (pro bono) as a Trustee and as VP, Corporate Development. Prior to his corporate career John served for over 34 years in the Army as a line Infantry Officer, professional educator and trainer and in the definition of new technical and organizational needs for the US Army. Lieutenant General Miller holds a BS degree in Mathematics from Southwest Missouri State University (now Missouri State University) and a Master of Science in Operational Research Analysis from Georgia Institute of Technology. He has also completed executive development courses at Yale University, The Center for Creative Leadership and the Menninger Foundation.

Sam Spiegel is currently the Chief of Police/Director of Emergency Services for the city of Folsom, California. He is responsible for the planning, direction and review of all facets of the Police Department and City policing programs. Prior to his service to the city of Folsom he served as Police Captain (Division Commander), Police Lieutenant, Police Sergeant, Police Officer/Deputy Sheriff/Detective for the city of Corona/County of Riverside, California. He is a graduate of the FBI National Academy. He holds an Associate of Arts Degree, Police Science, Fullerton College; California State Teaching Credentials, UCLA; Bachelor of Arts, Criminal Justice, Chapman University; Commercial Helicopter / Fixed Wing S.E.L. Airplane Ratings; Graduate, Command College, Commission on Peace Officer Standards and Training; Master of Science in Management, California State Polytechnic University.
